The Taylor-Callahan Education Cooperative (TCEC) is an organization consisting of 6 member districts: Baird ISD; Clyde CISD; Eula ISD; Jim Ned CISD; Merkel ISD; and Trent ISD.

Job Summary

Provide leadership and direction for the Special Education departments within the Coop. Coordinate services to school districts through direct services, technical assistance, and professional development. Ensure communication of State and Federal laws and rules; assist in the development of local policy. Coordinate with other agencies serving children. Provide consultative and technical assistance to special education Shared Service Arrangements/Single Member Districts concerning special education rules, policies, and procedures, operating guidelines, expenditure reports, applications/amendments, and community agencies within the region. Develop the applications and amendments for the Taylor Callahan Educational Coop.


  • Education/Certification
  • Bachelor's degree required
  • Valid Texas Teaching Certification in Special Education or licensure in a field related to special education
  • Certification in Supervision or Mid-Management preferred
  • Master's degree in related area required

Special Knowledge/Skills

  • Excellent leadership, communication, public relations, and interpersonal skills
  • Effective administrative/management skills including, program planning and evaluation
  • Ability to lead personnel and manage budgets
  • Ability to interpret data
  • Ability to manage multiple and diverse programs
  • Knowledge in curriculum, instruction, and professional development

Experience Required

  • Five years of classroom teaching experience or special education service provision required and or,
  • Five years of supervision, administrative, and management experience preferred
  • Professional development experience preferred

Major Responsibilities

  • Coordinate program planning, delivery, and evaluation of TCEC.
  • Manage all budgets in the Special Education Department in such a way that ensures staff input and coordination with other programs.
  • Assist in identifying the needs of all districts, with an emphasis on targeted/high priority areas using all available data resources.
  • Develop and prepare annual special education applications, budgets, narratives, and amendments, as well as in-house budgets and in-house amendments.
  • Prepare salary information on all Special Education personnel employed by TCEC and verify the assignment of fund codes for purchase orders.
  • Provide technical assistance and follow-up services to districts in an effort to improve all students' and student groups' performance in a manner consistent with each district’s Beliefs, Mission, and Vision.
  • Serve as a liaison between LEAs, SSA's, and TEA.
  • Provide technical assistance and updates to LEAs in policy and budget development, state initiatives, and compliance with federal/state rules and regulations.
  • Coordinate with special program personnel in technical assistance to districts preparing for state monitoring and reviews.
  • Provide information and/or assistance to parents concerning special education.
  • Provide technical assistance to TCEC special education programs with development, revision, and submission of special education policies and procedures/operating guidelines and with the state monitoring system in accordance with the revised SBOE/Commissioner's rules and/or federal regulations.
  • Develop, conduct, and/or coordinate professional development in special education leadership initiatives, effective teaching practices, areas of basic skills instruction (TEKS), and classroom management.
  • Coordinate meetings for special education administrators.
  • Develop, conduct, and/or coordinate professional development in alternative teaching models, and strategies for modifying instruction to meet individual needs of diverse learning.
  • Determine technical assistance and training needs through classroom visitation, monitoring data, student performance data, interviews, contact with district personnel a,nd other needs assessment methods.
  • Maintain appropriate records and correspondence.
  • Provide professional development and technical assistance through face-to-face and/or remote technology, as necessary.

Minor Responsibilities

  • Coordinate with other TCEC Departments/Services.
  • Provide TCEC staff with proper documentation on reports.
  • Oversee the evaluation of program effectiveness.
