Goal: Provide leadership and technical assistance for school districts serving Head Start children ages birth to five.

Qualifications:

  • Bachelor's degree in related field of social services, mental health
  • Master's degree preferred
  • Knowledge and skills appropriate for serving children birth to five
  • Bilingual (English/Spanish) skills perferred, not required

MAJOR RESPONSIBILITIES and DUTIES:

  1. Program Planning/Organizational Skills
  • Maintains awareness of Performance Standards and

ESC Policy, and disseminates information to support staff, 

EHS/Head Start classroom staff, councils, and LEAs, regarding 

social-emotional development and access to family social 

services, with approval of Head Start Director.

  • Works cooperatively with school districts to support implementation 

of Performance Standards.

  • Ensures that proper and adequate documentation is maintained, in accordance with job-related confidentiality.
  • Cooperates with ESC staff concerning reports, policies, 

guidelines, etc. for Early Head Start/Head Start.

  • Assists Head Start Director in writing Refunding Application-

Early Head Start/Head Start Grant, as necessary.

  • Assists Head Start Director in completion of Program Information 

Report (PIR).

  • Assists Head Start Director in conducting annual Community Assessment.
  • Assists Head Start Director with Policy Councils, and Parent Meetings.
  • Provide Training of Family Services staff on FSW Credential with in their first 18 months of hired.
  • Assist with Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA).

 

  1. Fiscal Management
  • Assists Head Start Director by making recommendations for budget 

preparation. Produces documentation to support expenditures 

as authorized by Head Start Director.

 

  • Utilizes cost effective methods of reaching identified objectives.

 

III. Leadership

  • Demonstrates leadership in the development of decisions and innovations affecting the education of EHS/Head Start children.
  • Assists in guiding the daily work of EHS/Head Start staff in implementing the Performance Standards.
  • Provides leadership and direction in recruitment, eligibility, and enrollment of Early Head Start/Head Start children.

Provides leadership and collaborates with Family Service Workers in developing Family Partnership Agreements.

  • Coordinates and collaborates with community agencies and social services agencies to meet family needs.
  • Demonstrates a high degree of self-motivation and initiative.
  • Provides training for classroom staff in meeting EHS/Head Start Standards and correcting deficits identified during self-assessment and federal reviews.

 

  1. Communication Skills
  • Demonstrates effective/positive communication techniques and utilizes proper communication channels with administrators, teachers, students, parents, Team Leaders and ESC staff.
  • Maintains positive contacts with outside service providers as needed.

 

  1. Consultative and Technical Assistance
  • Demonstrates accessibility through periodic campus visits.
  • Responds to EHS/Head Start staff requests for assistance through workshops and other services including follow-up services, training, and selection of programs to meet identified needs.
  • Assists in providing parent trainings to meet Performance Standards.
  • Provides timely and effective on-site consultation with families.
  • Oversees transition services to families.
  • Conducts advocacy work..
  • Facilitates Mental Health & Family Services/Partnership Committee meetings in collaboration with MH/FCPC.
  • Facilitates and monitors documentation for the mental health/social services component of EHS/Head Start.
  • Disseminates information and provides training to personnel on materials/activities/assessments promoting social-emotional development, and supporting EHS/Head Start children and families.
  • Assists EHS/Head Start staff in locating appropriate resources for families and making referrals as needed.
  • Assist with parent meetings as needed.
  • Assists ESC/Head Start staff with Mental Health issues and concerns.
  • Works cooperatively with ESC/Head Start staff to plan and develop the services provided in the area of preschool children.
  • Provides leadership and ongoing communication about best practice, research, and trends in preschool education.
  1. Human Relations
  • Demonstrates professional courtesy during personal interactions with families, LEAs and ESC staff.
  • Responds promptly to requests/inquiries by parents, LEAs, and EHS/Head Start staff,
  • Demonstrates a willingness to cooperate with other staff members for the achievement of common goals.
  • Displays an attitude of personal and professional concern in group and individual settings.

VII. Specialized Knowledge

  • Seeks training in professional areas and provides up-to-date information regarding the Performance Standards.
  • Recommends and prepares effective in-service and instructional resources for staff and clients.
  • Recommends a variety of human and instructional resources appropriate for meeting children’s needs.

 

VIII. Personal and Professional Image

  • Maintains self-control and good working relations with parents, other staff, and LEAs when facing problems and frustrations.
  • Exhibits enthusiasm, self-motivation and maintains professional appearance toward fulfilling job assignment requirements.
  • Participates and cooperates in community activities which are ESC-related.
